    I would say the engineer overestimated the soil resistance of the hill the building was built on. From the traces at right it seems the building slid down the hill before tipping over.

    We did what, design that buidings ?
    If so, design is checked and ok.
    We intensively check the soil first here in Holland. Did you give good info ? This soil is a nightmare. Next point is supervision, that has not taken place while making the foundation, it’s flimsy… Rest of the building looks ok.
