I believe when you rent a property to somebody, you should bein a clean condition. As if those not charging will rent you a dirty place.
I believe it’s just getting even more money out of the person that wants the place.
I just was looking for something and the agency shows pictures of a clean place, but still wants you to pay a fee???
When you rent a place, you should be expecting a home/apartment that’s clean anyhow, right??
I asked this, because I just moved to the US and in my country it’s not common. There we also don’t have anything in the house like carpet and range. Nice thing to that is you can paint and wall paper the rented place in what ever you like. Most do charge a security deposit, which you’ll get back, ifthey don’t have to reair. but paint it the next tenants responibility, so i was confused.
You are looking at it in the wrong way. The cleaning fee is for when you leave the place the leaser has money to pay for how unclean you leave the apartment. This includes carpet cleaning, paint if needed and a general cleaning of windows, blinds and
such. If you leave the place spic and span then you can get most of your cleaning deposit back,if the landlord has honor. If he does not then you can take legal actions to regain your deposit.
I have had experience in apartment management.

around here it is common to hold a cleaning fee or security deposit and if the tenet leaves the place a mess they do not get it back. is this what you are talking about or is it a non -refundable fee when you leave?
I have seen people pick up and leave a place looking like a dump. It costs the landlord lots to get the place back in shape for the next tenet.

The cleaning fee is for standard cleaning after YOU have moved out at the end of your lease. Many people don’t even bother to clean when they move. Some do, which is good, but it’s still only a routine cleaning, such as vacuuming, etc.
A crew still needs to come in, shampoo the carpet, clean up dirt where it’s been missed, disinfect the kitchen and bathroom facilities, etc. If you’re one that goes above and beyond to do that, it’s extremely rare and you’re not required to, as the cleaning fee is a legal charge for just that.
The next tenant is expecting a clean place, so you’re paying that fee to ensure that they get it.
