i’m wondering if there is a width or length steps have to be to be safe, and to be up to code in apartments or homes. I don’t know that there is but if any contracters or someone could let me know, that would be great!

yes there are building codes every where for stairs. Ideally your rise ( step to step) should be around 7 1/2 inches. The width of the stair tread needs to be around 11 or 12 inches. Also if it is a apartment building the requirements for the width of the stair well may be different than those of a house. You need th check with your local building authority to find out what the exact measurements are in your area.

My boyfriend is a student at Portsmouth University and for his second year he plans to move from halls into a student house. I am not a student so would i be able to live there with him?

The property is only exempt from council tax if ALL the people living there are full time students. If you occupy a room by yourself in a student house then you would be personally liable for council tax, which can be expensive. If the accommodation is rented through or owned by the university (or other company that specialises in student accommodation ) then you would not be able to live together. If you rent a private flat together the same situation would apply you alone would be liable for council tax if you boyfriend is a full time student. Check with your local council whether they offer any discounts if one person is student and the other is working.
