My friend signed a rental agreement today and gave the property owner $800. Within an hour the property owner began adding oral stipulations to the property agreement and my friend decided that renting from this person would not work out, she asked for her money back and the owner told her that he is keeping it as first months rent. This is in Idaho. Does anyone know if there is anything on the books covering my friend’s situation?
Probably not, but you could make a call to find out. Look in the blue pages for your municipality that handles this (it’ll be "Landlord/ Tenant Affairs" or something like that) and then call them up and ask them.
If they can’t get out of the lease, they nonetheless can just ignore the oral stipulations. Will will have to abide by the written lease as well as all local laws, but beyond that the landlord can’t tell them how to live – they can just ignore anything else they say, within reason.

In most cases once you give a landlord a deposit he is under no obligation to return it even if you never move in, but I would check landlord/tenant laws for your state

The Three Day Right of Rescission does not apply to rental agreements. Your friend is bound by the written agreement.
However, so is the landlord.
Written agreements cannot be altered or modified orally, it must be in writing upon mutual agreement of all parties to the agreement.
The landlord’s oral stipulations mean nothing, nada, zilch and cannot be enforced. They are worth the paper they are written on
With a signed agreement, your friend can be held liable for the rent until either a replacement tenant is found or the lease expires.
