Can I put real estate rental listings online and charge a small fee without a real estate license?

No, any third party involved needs a license. You can not put anything online unless you not only have a license, but belong to that real estate board.

The best way to get it rented out is to advertise online. No one drives around to find rental properties these days.
There are numerous online sites out there that can be used, but one site that I have used in the past and had good success is justvr.com. You can post your property with the # of rooms, location, price, etc. and get very good exposure to tenants that way.
