i live in bergen county in nj and in the apartment im living now for 2 years and the management is refusing paint in the apartment and other wise i want to know my right regarding this rental.

Take the receipt for the supplies, deduct the amount from the rent, and send the receipt with your rent check.

I don’t see that you can force him, certainly not midway in the least. When it comes time to renew you can make his painting the place a condition of your signing a new lease.
