Most of state college/univeristies offer some campys residencies for student families. Also, those with families or kids do not have to abide the "living in a dorm for a year" rule. There is exemptions. If i am not mistaken, most campuses offer child care services for students at a discounted rate but i do not know the actual costs. Tuition for any school is going to be the same for the person with or without a family.

Your best bet is to just apply to the school that is most interesting for your major. If you are worried about tuition cost, then apply to your state school so you can get the "in-state" tuition versus "out-of-state" tuition.
